Shopping - Woodbury Commons or Jersey Gardens (or other)?

I have heard mixed reports on both shopping outlets.

Which do you prefer and why?

Which is cheaper? I would imagine Jersey Gardens as no state sales tax on shoes and clothing, but I could be wrong.
